The Supreme Pontiff of Hinduism Bhagavan Sri Nithyananda Paramashivam has issued an Executive Proclamation establishing Abhayam Sarvabhūtebhyoh, a global initiative designed to create sovereign safe zones dedicated to the protection of persecuted peoples worldwide. The announcement, delivered during Guru Purnima celebrations on July 29, 2026, marks a significant humanitarian effort by KAILASA, the first sovereign nation for Hindus.
The proclamation was made during a grand celebration that drew participation from over 80 countries, with more than 200,000 devotees, disciples, volunteers, KAILASA's Ministers, and Members of Parliament attending. The event was streamed live across more than 130 networks globally, underscoring the initiative's international reach.
In delivering the Proclamation, The Supreme Pontiff stated: "By offering refuge, I extend the enlightenment ecosystem of KAILASA, wherein each being is recognized and treated as Paramashiva. I hereby proclaim absolute refuge and protection for all beings. This is my Guru Purnima blessings to humanity."
The initiative addresses six converging global crises identified by The Supreme Pontiff. These include displacement, with the UNHCR reporting over 120 million forcibly displaced persons worldwide; economic insecurity, with the World Bank reporting nearly 700 million people living in extreme poverty; and educational deficit, with UNESCO reporting over 770 million adults lacking functional literacy. Public health concerns are highlighted by the U.S. Surgeon General's 2023 Advisory, which identifies chronic loneliness as a mortality risk equivalent to smoking 15 cigarettes daily. Food insecurity is emphasized by the FAO's report that one-third of global food production is lost or wasted while more than 700 million people experience hunger nightly. Environmental degradation is noted through annual forest loss exceeding the land area of Portugal and 8 million metric tons of plastic entering marine ecosystems each year. Additionally, spiritual displacement is recognized, with the Pew Research Center reporting over 1 billion people now identify as religiously unaffiliated.
Under the Proclamation, KAILASA will provide comprehensive support, including humanitarian assistance such as shelter, food, and housing through its diplomatic missions and monasteries. Education will be offered through the re-establishment of the Gurukul model, providing holistic instruction in sciences, wellness, agriculture, and the arts, open to all ages. Psychosocial support will be delivered through community-based programs focused on belonging and emotional restoration. The initiative also includes governance based on Dharma, with the protection of vulnerable populations as the primary metric of governance, and guaranteed freedom of religion or belief under Article I of the Constitution of KAILASA. Environmental stewardship is addressed through initiatives in organic agriculture, reforestation, and animal welfare via a Goshala-based sustainable economy.
Concluding the Proclamation, The Supreme Pontiff affirmed: "I make this vow before all. As the living embodiment of Paramashiva, KAILASA shall serve as permanent refuge for every persecuted being."
