A new national initiative, Freedom to Play, launched on July 4, 2026, to confront what it calls a child-safety crisis in community play spaces overseen by homeowner associations (HOAs). The initiative highlights that more than 200,000 children aged 6 to 12 are seriously injured on U.S. playgrounds each year, attributing this to a system with no mandatory compliance requirements for OSHA, EPA, CPSC, or ASTM safety standards across approximately 370,000 HOAs.
The campaign was founded in response to events in Piney Orchard, Maryland, where a community playground was opened without meeting state safety standards or obtaining a permit. Anne Arundel County inspectors shut it down in October 2025 due to multiple violations, but the HOA reopened it, declaring it safe. An incident involving a child falling from a 25-foot climbing structure highlighted the risks, and a resident with Interstitial Lung Disease suffered health decline after chemical exposure linked to the playground's rubber mat installation.
Freedom to Play demands five national reforms: mandatory safety disclosure, environmental and chemical accountability for playground materials, certified independent inspections, protection for medically vulnerable residents, and a centralized national safety registry for HOA playgrounds. The initiative is also developing a documentary to examine regulatory gaps and preventable injuries.
“Every parent assumes the places where their children play are safe,” said Dr. Z, the initiative's founder. “What happened here proved that assumption can be catastrophically wrong.” The campaign calls for structural reform to ensure transparency and oversight for the millions of children playing in HOA-managed spaces.
