The Clancy case highlighted a critical gap: despite clear indicators such as postpartum psychosis and suicidal ideation, the current system often leaves families uninformed and without legal standing to act. FRM² proposes a first-in-the-nation reform to establish standardized Crisis Safety Planning. This includes Crisis Circle Notification, a required communication chain to alert families when danger signs emerge; a Family Voice Requirement, ensuring providers document and act on family concerns; HIPAA-FERPA Crisis Standards, creating a safe harbor for emergency information sharing during mental health emergencies; and Child Danger Protocols, a legal trigger requiring safety planning when a parent shows signs of crisis.
The initiative emphasizes that prayer must be met with purpose. By honoring the memory of the Clancy children, FRM² aims to turn tragedy into systemic change. The act would protect both families and the medical community, fostering communication over silence and protection over preventable harm.
